For historical purposes and Reformation-based Calvinist theology, this is a massive resource that is sadly missing.
From the Wikipedia entry "Statenvertaling":
In 1645, the Westminster Assembly commissioned Theodore Haak to translate the Statenvertaling met Kantekeningen (the Dort Authorized Version with commentary) into English for wider distribution. This massive work was published in London by Henry Hill in 1657.
Info from the e-Sword Bible module:
The Dutch Annotations upon the whole Bible: Or, all the Holy Canonical Scriptures of the Old and New Testament, together with, and according to their own translation of all the text: As both the one and the other were ordered and appointed by the Synod of Dort, 1618, and published by authority, 1637. Now faithfully communicated to the use of the Great Britain, in English. Whereunto is prefixed an exact narrative touching the whole work, and this translation. By Theodore Haak Esq. London: Printed by Henry Hills, for John Rothwell, Joshua Kirton, and Richard Tomlins, Anno Dom. 1657.
e-Sword module (being a digital copy) available here: http://www.biblesupport.com/e-sword-downloads/file/11866-1657-english-translation-of-dutch-annotations/
It seems that the probable source is from a SWORD project module: https://sword-devel.crosswire.narkive.com/MTWB1JxW/the-dutch-annotations-upon-the-whole-bible-1657
