Collections as used for parallel resources and text comparisons

Allow the user to define the order of the resources in a collection so that they indirectly control the order of resources in parallel resources and text comparisons where it actually affects the workflow.

    The current "indirect" control for Parallel Resources is Prioritization. This could be done for TC, but the "base" resource always has to be listed explicitly before the Collection name.
