Ability to collapse palettes when building visual filters

Currently, all palettes are in-collapsed and un-collapsable when building visual filters. This makes for an inordinate amount of scrolling to get to effects down the list.

I use a lot of custom palettes for visual filters. Currently, all the palettes are open when selecting visual filter effects. It makes for an inordinate amount of scrolling.
