Ability to toggle Credit Usage Ring on/off

Add ability to toggle on/off the display of the Credit Usage Ring.
Perhaps this means that it doesn't display when the user hasn't yet used 80% (and then it would display automatically at 80% used), or when toggled, the usage ring does/doesn't display prominently but is always available to view in the About panel.
