Ctrl + shift + R when On Air

I don't know if it has always been this way, but (on Windows OS at least) the hot key for Add Item - Reuse Item [Ctrl + shift + R] does not work when "On Air."
Is there any reason it could not be made to function the same as when Off Air? It would be very useful in our context.
