BUG: Text in reference popup doesn't obey Windows scaling

The issue is related to High DPI display scaling on a laptop. I have a 15.6" 4K laptop display with 200% scaling setting in Windows 10. The popup doesn't seem to obey the Windows scaling value when on-hover. See attached images (mouse pointer not shown). On-hover of reference, the popup text is tiny. When you click the text in the popup, the popup resizes to a proper scale. Then on hover of references in the updated popup the text is back to tiny size.
It seems like the text in the popup during on-hover is always at 100% of original 4K resolution until clicked on. Once clicked, it scales to what I assume is the 200% windows scaling setting. On-hovering again, inside the updated popup, it goes back to 100% of original 4K resolution.
PLEASE FIX.
