Standardize panel history interface

In addition to https://feedback.faithlife.com/boards/logos-desktop-app/posts/support-command-history-in-go-box please standardize the panel history interface so that < > and the drop down menu appear for every panel that supports panel history. This saves the user from trying to remember the key strokes one must use if the standard icons < > and drop down menu are not shown.
