Creating New Notebooks From Docs

In the Documents tool, the "New" button dropdown doesn't include the option to create a new Notebook. This is confusing, since the Documents tool lists, among other types of documents, existing Notebooks. Wouldn't hurt to also add the ability to create a new Note from that dropdown, too.
