Panels: Add a "Frame" surrounding currently selected resource

Add a "frame" surrounding currently selected window/pane/panel/resource/tab. Currently, it's just a small orange color at the top of the tab.
The frame would make it much easier to glance and see which is the active resource.
Bonus:
- Customizable frame thickness
- Customizable frame color
