Community Tagging priorities

As Community Tagging gets more wide spread, it is apparent that there are two philosophies of its use - both valid:

- People use it to tag resources with headwords or their equivalents when the resource is not tagged by FL
- People use it to tag every occurrence of proper nouns are is done in Bibles
At the moment, I can turn the community tags completely off OR completely on ... but the top items which show in Factbook are almost guaranteed to be of no interest to me. In Factbook, I would like to see a middle ground ... all resources not tagged by Faithlife show before those that have been tagged by Faithlife. This would have the effect of "suppressing" books tagged by the community that Faithlife has gotten to and of "suppressing" books where the tags supplement the Faithlife tagging.
