Footnote Links for Resources Not (Yet) Published in Logos

I found an old forum thread (https://community.logos.com/forums/t/147793.aspx) about Logos not creating links to resources that do not (yet) exist in Logos. Once the target resource is created in Logos, then the team will incrementally get around to creating links for citations of that resource in other existing Logos resources.
I found the forum because I was curious whether Logos was creating "sleeper" links that would "wake up" when the target resource was created in Logos. So rather than having to go back and find/update all the links through the Logos library that point to the newly published target resource, they could just "enable" the resource and allow all the links to turn on since they had already been created previously.
I guess that would bring the extra work of creating links to resources that don't yet (and may never) exist in the Logos ecosystem. And maybe that would require a database of cited-but-not-yet-published resources.
BUT, it would also alleviate the need to go back and update links in existing resources, and it would get more people to use the new resource since a bunch of links to it would be activated as soon as it's published. Also, it could be an interesting way of getting user feedback on resources. Perhaps the link to a not-yet-published Logos resource could direct to a basic page with an option to vote for it. Similar to prepubs, a way to get intel about which resources are more often in demand.
