Problem with dynamic tool bar?

When I click on the "New" button … my browsers opens to a "New" page and takes me to "

FEEDBACK WANTED: New Resource Toolbar on Desktop"

Problem with Dynamic Toolbar New.png

Is this normal?

    I think this is as expected.

    The New button is simply a link to a feedback post.

    The Dynamic Toolbar "New" tag will be hidden after four weeks of being initially displayed in V38, according to the Logos 38.0 release notes.
