Globally disable Insight side bar on first open of Resources

Problem:
Turning off the Insight side bar for each Resource is annoying.
Solutions:
Either -
By default, open Resources for the first time with no Insight side bar or
Provide a global toggle switch to choose whether or not to open Resources with the side bar.
