Open "Tools" and "Guides/Workflows" in a panel

In the windows version (39.1), "Guides/Workflows" and "Tools" will only open in a pop-out menu, but they have so many items to choose from that it would be helpful to open them in a panel that can remain open as the content is explored. Please make them like the other sidebar items that provide the option to open in their own panel.
Ironically, the equivalent in the web version ("Guided Study") contains a much smaller list of options and yet it can be set as its own panel.
