Notes: Allow hiding of editor until note content is clicked for editing

There are probably a variety of ways you could expose this functionality, but the main ask is that I would have the ability to view notes without all the added chrome around it that's only needed for editing (to provide a clean view I can show in a window). In a small window, the editor takes up an incredible amount of space.
This becomes a more obvious need if you implemented the ability to hook up a notes view to a link set, but there's still some value in a manually scrolled set.
