Solve the missing persons' records in Factbook

I know that Logos wants to control the content of Factbook by adding records in an orderly manner resource by resource. That made sense when Google offered an alternative list or when the user had reason to believe the missing names would be added on a timely manner. Unfortunately, it has been several years since either has been true. In addition, the removal of the visibility of alternative spellings and names that apply to a individual in the simplification of the header has made it more difficult to determine if someone is truly missing or simply as a user I have guessed the magic name used as the Factbook tag. it would be a huge step forward, if when a factbook tag cannot be created, the user was given an option to provide the text they are trying to tag (think an occurrence in one's library) and a link to a resource that provides a description (often a glossary entry in the back of a book or a headword in a reference book). On a regular basic (think weekly) Logos would go through these suggested entries and create minimal records for those which are not duplicates OR add a Factbook tag for those that are duplicates. This would give the user a sense that Factbook was being expanded based in part on the actual need of the users, a teacher could add to Factbook the historical names required for their class giving students a sense that Factbook was consistently helpful, and convince everyone that Factbook was responding to user needs not a theorist's cool ideas.
