A Record of Paid for Resources that have yet to be Delivered

I'm sure this topic has been raised before, but I can't find it. I'm about to pull the trigger on the NIV Application Collection, however I'm experiencing feelings of hesitancy as one of the two resources I will gain is not available yet, but is promised prompt download once it is ready.
Problem. I've been down this road before and its fraught with distractions as usually an inordinate length of time prevails before said resource comes available. I desire some type of accessible record accounting the resource, the collection it's associated with, how much I paid for the collection and the date that I bought it.
This will allow me to assess the wisdom of the transaction and inform my response in the future. It will also help me to regulate my purchases of this kind accordingly. In other words, I would appreciate the opportunity to keep track of things.

Paid for resources that are still in the development phase should be tracked. Resource, collection, amount paid and date of purchase should be recorded allowing easy determination of the amount of time in process, number of like resources. and the amount of money that has been spent.
This will allow the buyer to reflect on the use of her/his resources.
