Chromebook: Logos Bible Study App by Faithlife isn't available on Google Play on this device - why?

I have a Chromebook notebook computer and it can install Android apps.

But unfortunately, if I try to install Logos Bible Study App, it says:

Logos Bible Study App by Faithlife isn't available on Google Play on this device.

Most other apps work just fine, so there appears to be some intentional constraint that the app can't run.

Any ideas why?
