I opened the dynamic toolbar and navigated to the formatting tab, but I can’t find the VISUAL FILTERS BUTTON.
Does anyone know where it is?

Create a new visual filter from Documents or add a publicly available visual filter to your documents. If I recall correctly, the Visual Filters button does not appear when one does not have any visual filters.
It may depend on the available space (width of the panel you are in). Works in a broad panel:
whereas in a narow panel it migt be hidden under a button (green box) or even the formatting menu may be invisible unless you click "More" (red box)
I opened my screen to fill the window, but no visual filter.

I had erroneously assumed that a sidebar was tightly bound to a panel and that a panel was independent except for consciously added/definitional links. Therefore, I expected all 3 to be called sidebars. What is the distinction that you are making here?

Logos sold me a profanity-laced book (think the worst words you can think of). Logos would not let me return the book because my order was a smidgen over 30 days old. Fair enough. But now I have this junk in my library. Distaste is growing. My confidence in Logos' quality isn't there anymore. But here is the real reason…
Now what? I am trying to return a book with some nasty profanity. Attempting to contact someone on chat, I get this:
