This sounds much easier than it actually is. It should be implemented incrementally:

In a book, highlight a reference
Right click to open context menu for translation function or tool
Logos returns a verbal description of the location and the relevant milestone, if any.

An example from the Talmud, for the reference Berakhot 2a, it returns "Babylonian Talmud, Tractate Berakhot, folio 2a front (recto)", "babTalmudFolio:"Berakhot 2A"" I would suggest that the Talmud would be a perfect proof of concept project.

What should be able to be translated in the order I would add them:

Rabbinic literature
Old Testament pseudepigrapha and New Testament apocrypha
Bible references that have multiple or archaic reference names
Patistrics
Church documents - creed, council results, confessions of faith … remember that what is commonplace within a tradition may draw a total blank outside the tradition
Journal names and reference may be needed depending upon the progress in tagging.

USI Pen for Logos Notes
I started using the Penoval USI 2.0 pen with my Google Pixel tablet. It works great in things like Google Keep and MS OneNote. It recognizes handwriting dynamically and converts it to text. I haven't been able to do this in Logos notes so far. It would be great to have this functionality added to Logos notes.
