Why are the iOS apps so badly designed?

I would contend that the "ideal" solution would be to not make the edge of the screen "active".
I've written up a case for this, so it will get fixed.

It works with all resources and the order in which you open them is remembered by the app. There isn't a way to control or change the order of resources after the fact, unless you reopen them again in a different order.
That might be quite workable. Is the order "per app", or is it shared between devices?

The order is per app - panels that have been opened in a given order are not synced to other apps.
