Unless you are changing the size through the Program Scaling in the Program Settings, what you ask for is exactly what happens. Content Scaling (also in the Program Settings) changes only the text of the books. The text size for the table of contents is changed via the Program Scaling setting.
You can also change the book text size via the slider on the resource panel menu (three vertical dots in the upper right). Here's a couple screenshots to show you what I mean.

Hi Levi, Thank you for your advice. I have program scaling and content scaling both set at 100%. However when i adjust the text size in the slider on the resource panel menu, it changes both the text in the book I am reading and the books table of contents (side bar) text size. What you describe is what i experienced in Logos 7.
The behavior you describe was present when L4 came out, but they eventually fixed it after some gentle prodding. Hopefully they get it fixed in L8 asap.
