video input maybe causing choppy playback of video content?

Hey guys.
So when I playback a video, in my presentation, no problem. scrubs like butter.
However, when I enable the video input to run as a background layer on my slides, my videos playback unusably choppily. They even just stop playing. It only occurs when I enable "video input"
I can't find a work around. my system is windows 10, Nvidia 1050ti, running 4 outputs (confidence, slides, slides (foreground only) and of course application display.
I've tried lots of different video formats/codecs, etc.

Thanks for the report Jared, I got a similar report in our Faithlife group. Seems like Windows is not too happy about capturing frames from the camera feed, while trying to playback video..
For now, I’m going to see about turning off the live video while a video item is playing (since the video item covers the whole output anyway)
Also, how are you utilizing the live video layer right now?

I'm basically using proclaim to send the slides (foreground only) to the projector screen, for the congregation.
Then I'm sending the slideshow, from proclaim, with the video input keyed in, to the live feed (OBS, youtube etc). I"m basically using proclaim to overlay the lyrics over the video camera feed. (then sending that into another computer which is outputting to OBS.) (interestingly, I could just use OBS on the same computer as Proclaim, but then my people would have to share a computer...)
My final issue is that the video is not displaying on my projector for the congregation (i.e, the video is set as a background layer and thus won't output to my projector. Wonder if there is a way to make the video be foreground and background or just one or the other etc.0
