Hello, I have a Galaxy S20 Plus, and my friend has a Oneplus8Pro, and both our phones have a feature that allows us to use the 120htz refresh rate on our phone, however scrolling though the mobile app is very choppy, where as other bible apps like Olive tree are optimized.   Please fix this issue.

On those phones, is the experience 'normal' when you change the refresh rate?

With the refresh rate at a normal 60htz it's choppy just like any phone is.   You wouldn't be able to understand unless you have a 120htz refresh rate type phone to see the difference.

Most apps are optimized for this feature except logos.  It's the same as 120htz as is the normal 60htz.

So your answer to my question is, "Yes." Thank you. That rules out a possible bug.
