Different appearances of Insights Panel depending on how it is invoked

This is running 34.0.0 (build 17) on my iPhone

If I long-press a word, the Insights Panel that appears has the option (at the top) to switch between Word and Verse selection. And at the bottom there is a control enabling scrolling left/right words / verses.

but if I click the Insights button "hovering" within the text, these options do not appear

Is this difference intentional?

    I'm running 34.0.0 on a 10“ Android tablet.

I hadn't realized there was an insights button at the bottom of the screen until I read your post, but I'd guess the difference is intentional. The top picture shows a word is selected, so having the Verse, Word, Previous and Next options available make sense. In your bottom picture, nothing is selected, so Logos wouldn't which verse or word to act on if you pressed one of the buttons. Of course, since nothing is selected, it doesn't make much sense to show the highlighting option since it's not clear what's going to be highlighted (when I tried it, it highlighted the verse at the top of the screen).

Overall, I'm not yet a fan of the new insights panel.

Yes, it's intentional, Graham. The reasoning is basically what Paul said above.

    Thanks Ali and Paul

I will admit, though, that I find it strange.

I understand it makes sense to use the Verse option as nothing was selected, but find it strange to exclude the option to move between verses.
