Title bar should follow Dark/Light mode

It's really surprising that the app title bar stays white regardless of Dark/Light mode. It should follow.

Windows doesn't currently provide a documented mechanism for an application to set its title bar color. As a workaround, change the system "Accent Color" under Colors in Settings.

@bradley-grainger I actually have "Title bars and window borders" turned off for accents. So the bar is just stuck at white. Google Chrome properly changes the color. I realize they are customizing the bar. Looking at Logos, I wish it would do the same. It would be a nice refinement. The bar serves nearly no purpose right now and it would look cleaner with out it. Just moving the window controls down into the app like Chrome does would be awesome!

For now, I'm turning "Title bars and window borders" back on and just overriding the color.
