I know how to link from a resource into a note but would like to add a link from one NOTE to another NOTE. Is this even possible?
You can link from one Note to another Note.
The downside is that it takes you to the desired Note, but not the specific location in that Note.

Glad to help. I find that ability to be very useful. Since Notebooks cannot be nested in hierarchy, I use the ability to link Notes for a quasi-nesting setup.
