Logos installed on new computer. Selecting any book I get "Not downloaded yet" and then gives me a button to download it. Is that normal? Was under the impression that my entire library would be downloaded with no interaction by me.

At installation time you should have been given the option to choose a minimal install, a "recommended" install or a full install.
Depending on which option is chosen will determine which books are downloaded.
There is information here showing how to download them all now if you would like to.

That depends on the option you chose during installation, and it would appear you did not select ALL. To download the rest go to Library and Filter for Devices > Not on this device Select all the books, then right-click and select Download.

I Had to re-install my Windows. When I re-installed LOGOS it needed to download my books. It only downloaded up to 20%, then it stops. Restarting and re-installing doesn't help
