BUG: Popup and Context displays do not respect Prioritised resources for Strong's

In LGNTI the source for Greek Strong's Numbers is coming from Vine's Complete Expository Dict of OT & NT Words (VONT) instead of DBL Greek. VONT has a higher priority than DBL Greek but it is restricted to English (below)!
If I position VONT below DBL Greek the preferred source switches to DBL Greek, but VONT is #2.
Similarly VONT is preferred for Hebrew Strong's in the KJV when it is positioned higher than DBL Hebrew!
