Under β3 I had 2716 resources showing on my desktop and yet after the upgrade to β4 I'm down to 2694.
I'm not sure why I now have fewer resources AND β4 now appears to download missing resources.
Logos finally has their heresy filter working. It's a slow process, but it will eventually delete all your resources until all you're left with is the 1611 King James Bible.

Yes, they do! Bob assures us that Logos cannot delete resources - just might not recognise as many ...
In terms of a v3 Bibliography count of unlocked resources you maybe down because of *.lbxoeb resources (20-25 Help files as well as PBB) and up to 3 Reverse Interlinears (2xESV + NRSV) that are not included/counted as resources in L4 -> but add any hidden resources to that count.
Then you could have an extra 22 L4 titles:-

You're probably right...it's the PBB's and the singular REV int's and help files that i forgot about.
on the bright side...B4 found my resources from a "non C drive" path! that's a first for me.

Actually I am was down From B2 -> B3 and now at B4 after multiple downloads and scads of indexing I'm back to 2716 resources.

Do a Bibliography of v3 resources and make allowances as I indicated (I updated my post after yours). You could use Explorer to count the *.lbxoeb files. If you have Scholar's add 22 to the net v3 count!
But V4 still won't detect or use PBB's right?
My "net" from V3 to V4 is -5 files.

My offset is -20 But I have 41 help files(!) so I have no idea what the deal is.

If you have Hidden files count them from the Options | Hidden Resources window and add those to the L3 count. If the Help files were not included in your PBB count then subtract them from the L3 count. So you could be +21 unless you have some hidden files!?

So this morning after reading the blog post on Jonathan Edwards I tried to open them in L4, but I can't.
The works of Johny boy are there in L3, but not in L4b4 on the same computer.
Never mind, my copy in L3 is a PBB version.
Hmmm... Maybe you have foreign language titles? I seem to recall not all the non-english resources are supported yet...

Check in your Beta 5 Library that you have up to 23 extra L4 titles:-
From your L3 count in Bibliography subtract up to 3 Reverse Interlinears (2xESV + NRSV) as well as Help files and PBB files.
If you have any Hidden files then add them to your L3 count from Bibliography.
