I downloaded the Logos 4 app for my Iphone and absolutely love it!  However, I noticed that the Word Biblical Commentary series that is in my library is not available on the Iphone app.  I am assuming that it will be in the future.  Is that correct?

I would suggest contacting customer service. I have been using the WBC on my iphone for months now. I know I had an issue where somethings were not working on my iphone and after calling i was told some setting needed to be switched on by them. I am guessing it is something similar with your case.

I too cannot download my Word Commentaries even though it indicates they are available for download.

I talked with tech support and they informed that the WBC was not yet available for use with the basic Logos 4 package.  However, as a workaround, you can go to www.biblia.com and  and login using your Logos ID and password.  You can then access the WBC there if it is a part of your library.  The technician did hint that the WBC would be a part of the basic package at some point in the near future.  So, I guess we will have to be patient.

I'm not sure what that means... if you have Logos 4 (meaning you paid for the crossgrade, an upgrade, or purchased Logos 4 directly) and you have WBC then you should be able to access it from your iPhone/iPad, as the below screenshot demonstrates (taken from my iPad; I should have had it displaying tools or something to make this more obvious):
