What should an illustrations book be compiled as? Monograph?

Yes, Monograph. That's what all the Illustrations books in my Library are. There's no need for it to behave any differently. You can have it indexed by English headwords by using the @Headword milestone, so it doesn't need to be any other type but Monograph.
