Is there some way to send an email to a Forum User? I would like to send a personal reply(it is helpful, NOT critical) to a user but don't want to post it publicly.
Send it to their faithlife account, assuming they have activated it. Select the individuals name, when faithlife opens, select message. I just sent you a message.

I guess the other user has not activated his account. I see where I can open my messages and I see the other user's picture, but there are no options under his picture in the right pane of the interface. Am I missing something?
That could be the case. I am not able to send you a message either. The default settings are set to prevent others from sending messages.

There have been many requests here in the forums for one to contact another. The way that I have done it a few times is in this example:
Topic: Attn <Forum User's Screen Name>
"<Forum User's Screen Name>, I would really like to discuss or ask a question about something with you. if you don't mind could you please email me at rick68ATvqme .com(not net). I assure you that I do not forward junk mail, constantly email you off topic or discuss our emails to anyone else without you first allowing me to do so. Thank you."
Disadvantages: If you don't want others to know that you would like to email this person this method is pretty much out the window. If you don't disguise your email address in some form there is the ability for bots to harvest it and send you junk mail.
Advantages: This is a polite way to ask. If the recipient would rather not converse with other board members he/she simply does not reply. This also does not make the recipient's email address available to anyone on the board except yourself.
As far as I know this is not against forum rules and has been done several time, including me on more than one occasion.

That is a polite way of inviting the other person to initiate private correspondence if he/she is interested.
Try clicking on Forum Activity and then Add Comment. I'll go send one to you as soon as I've posted this. Let me know if it reaches you.

Note:
a) It is possible to turn the e-mail notifications off (your own Forum Activity > See your profile... > Site Options): (EDIT: Don't forget to Save.)But those who do that presumably don't want such contacts anyway. (Given that you got mine I presume the default is on.)
b) Don't try to reply by clicking "You can reply to this message with the following Link:" That link only goes to your own profile page (I'll go report that as a bug). Instead, use the link with the other person's name.
Can someone help me test something? I've turned my notifications off. Can someone try to send me a test message and report what happens? Does the Add comment link still work? Do you get a message saying the comment hasn't been sent anywhere? Or does it just disappear into cyberspace, leaving you without a clue that I never got it?

That's what I suspected: Forum BUGS: incorrect reply link for comments + comments that disappear into cyberspace.
EDIT: FYI: my notifications are back on. They should work again in 10 minutes or so.
