Bug, cannot load proclaim.application

Error=Cannot download the application. The application is missing required files.

ERROR SUMMARY
    Below is a summary of the errors, details of these errors are listed later in the log.
    * Activation of C:\proclaim.application resulted in exception. Following failure messages were detected:
        + Downloading file:///C:/Application Files/Proclaim_1_08_0_0109_634915106092238664/Proclaim.exe.manifest did not succeed.
        + Could not find file 'C:\Application Files\Proclaim_1_08_0_0109_634915106092238664\Proclaim.exe.manifest'.
        + Could not find file 'C:\Application Files\Proclaim_1_08_0_0109_634915106092238664\Proclaim.exe.manifest'.
        + Could not find file 'C:\Application Files\Proclaim_1_08_0_0109_634915106092238664\Proclaim.exe.manifest'.

I've tried several ideas off of the forum, but no success.

Tried the suggestions. Still no help. Getting the same error.

Antivirus was turned off.

Cannot "run as" administrator because the "run as" requires a password and administrator does not have a password.

Current user does have admin rights.

The cleanonlineappcache did seem to work, only because there was a hourglass for a minute or two.

I am a little unsure as to the state of your application now. Are you indicating that the problem was fixed?

Stilll have problem. Cannot load software. Still getting errors.
