Hrm. I'm not really good at this.
I use the free Anagram Artist software to help me do them.
I used the Internet Anagram Server
Anagram Artist is superior, IMHO. But it doesn't do it all for you. It just presents you with a list of possible words you can spell from the phrase you input. You then need to select a good keyword from that list which is funny and apt for the subject being anagrammed. Once you add that word to the resulting anagram panel, the remaining letters are reprocessed to show you what words you can make from what is left. In this way you can build up some excellent anagrams.
When the text is short, AA can also propose short anagrams, and I think it does do a better job than IAS of proposing better ones higher up on the list (the best word order is still up to you to work out).
Finally, AA is capable of handling very long input texts and helping people do the most amazing long anagrams. It can propose synonyms and rhymes (so you can get creative and anagram entire poems into new poems), help you keep from using up all your vowels too early, etc. It's truly the Rolls Royce of anagram software. The Logos of anagram software, I should say. ;-) And it's free.
One of these days, when I'm done catching up with the Logos forum (which never seems possible), I'm hoping to get around to making a Camtasia video showing how to do anagrams in Anagram Artist.

After slowing down for the last two days (meaning, I'm not having my browser set up to continually update the screen) I'm not sure how I ever kept up with it before. Sadly, I think its slipping away from me know. sniff sniff...I will miss my obsessiveness with the forum. Of course, I've said that before :-)
