Not a Proclaim user here, but from your screenshot it seems you input a "straight" apostrophe character, whereas all the suggestions listed in your first screenshot use a "typographical" (slightly curved like a comma) apostrophe. This is a different character - there surely is a way to input the latter, such as typing ALT-0146 as per wikipedia. Of course, it would be better if Proclaim just converted that behind the scenes.

That is a way of which I am aware but, even so, am unlikely ever to resort.
