installing issue with my laptop running Windows Vista..

Hey there! My issue is ive downloaded Proclaim but when i go to click on the "Proclaim Setup" icon it acts like its going to open but then does nothing. Any suggestions? ive deleted it and re-downloaded a few different times.
I recently changed my computers hard drive and it worked flawlessly on Vista before then HD change.

Please try rebooting your computer and retry the installer by right clicking and choosing the "Run as Admin" option. This will rule out any file permission issues. If that still doesn't work then please submit your installer log files. I figured it out, I had not installed Service Pack 2 yet.
