Why do I have 3 rather than 4 resources?

I think it's because Faithlife already shows the licence of the "Activities" resource on the webpage - which they grant owners of the course for free, and otherwise you would see the course as only partially licensed to you (as has been reported on the forums earlier) - but you can't have it in your lirary as it's still in production. So one day you'll receive a free activities resource for this course and then the library and the webpage will match again.
