No that's not entirely true, Orthodox authority is conciliar, however such councils needn't be all inclusive, local synods are held yearly if not every 6 months. But this is the first pan jurisdictional synod since 787 for the EO (Eastern Orthodox)

To the best of my knowledge, yes for a pan-Eastern Orthodox council although there is the semi-synod of Jerusalem of 1672. See the wikipedia for details.
I'm not familiar with a pan-Eastern Orthodox history ... I'm a bit better on the Oriental Orthodox side. But from Alexander Schmemann's A History of the Orthodox Church which I have not read but Schmemann is allways good:

Interesting to read for its value relative to Church History.
The statement: "The denomination split from western Christianity - in the form of what is now Roman Catholicism - in 1054 amid disputes about the power of the Vatican" will be rejected by most Orthodox. They would put it that the West broke away from the East, i.e. the West broke away from the Church. That is what many Russian and the extreme traditionalist Greeks would opine.

Not at all.
There have been significant pan-Orthodox councils and synods since 787. The Encyclical of this council itself references them in article 3 (e.g. the councils of 879–880, 1341/1351/1368, 1438–1439, 1638, 1642, 1672, 1691, and 1872).
There are local councils and synods on an annual basis throughout the Orthodox Church. Councils of this magnitude are generally convened for the sake of addressing significant heresy and/or turmoil within the Church. That's why they are so infrequent, on the whole.
