It is by William Webb. Description below...
William Webb confronts those often avoided biblical passages that call for the corporal punishment of children, slaves and wrongdoers. How should we understand and apply them today? Are we obligated to replicate those injunctions today? Or does the proper interpretation of them point in a different direction? Webb notes that most of the Christian church is at best inconsistent in its application of these texts. But is there a legitimate basis for these lapses? Building on the findings of his previous work, Slaves, Women and Homosexuals, Webb argues that the proper interpretation and application of these texts requires ascertaining their meaning within the ancient cultural/historical context. In recognizing the sweep of God’s redemptive purposes already evident in the Old Testament and fulfilled in the New, we remain truly biblical.

Indeed it is. The same text (Proverbs) commands to keep sufficient food in a storehouse to consume during winter, and to keep oxen to help people with their daily work.
Anyway, this is not the place for discussion, but I second the desire for a resource that sheds light on the issue from all sides.

I'm not sure we need to sell the Christian community short here. Our congregation, like many, has a well-stocked pantry that we use to help the poor in our area during both winter and summer. Another local congregation has a ministry where one Saturday each month they have Christian mechanics who volunteer to make auto repairs for folks who otherwise could not afford them. Granted, they don't do oxen, but still. For many of the people who come, keeping these cars running is essential for them to be able to work
Should we be doing more of this? Absolutely! But it's not as if the core imperatives have been completely forgotten or ignored by the church.

I would find this book very interesting and think it would be a good resource for study. I am not sure that was quite Jan was after. But a good study on implications of the subject and what is really meant is welcome in my mind.

At least this is one of the very few instances where a gospel ebooks sale was actually available for me as an international user in Germany(it was even a bit more discounted), so I took advantage of the kindle version.
This book is an application of Webb's hermeneutic "trajectory" approach he laid out in https://www.amazon.com/Slaves-Women-Homosexuals-Exploring-Hermeneutics/dp/0830815619 (which is missing in either Logos or ebooks.faithlife) and which he summarized in a four-views-book available in Logos.
Have joy in the Lord!

These are actually very good examples of applying Proverbs outside the agricultural and warrior bronze age culture it was written in. (Just when it comes to disciplining children, quite often people sadly can't think of any alternative to the lieral "rod").
