I thought a link/url would could be inserted when you choose edit attachment points, but this does not seem to be the case. Presently you can insert link to articles within specific resources.
Is there any way this can be done?
found new Notes lacks attachment point editing along with several bugs.
Logos 7.14 Beta 2 on OS X 10.13.3 shows new Notes has icon display issues:
Logos 7.14 Beta 2 buggy icon display is duplication when different ones were expected along with icon missing in NLT (prioritized three times in my Library: first two are Advanced exceptions).
Web App look up for a headword needs prioritization improvement to include Advanced exception(s):
Logos 7.14 Beta 2 application skips over NLT for English headword lookup while Web App does not.
Logos 7.14 Beta 2 lacks "Permanently Delete" in Trash

The scissors/pencil/speech icons appearing as the default note icon in resource is a known issue. I'm not sure I'm following what you are expecting in other cases.
Logos 7.14 Beta 2 lacks "Permanently Delete" in Trash
This feature is new in Beta 3.

I can see from your screenshot that NLT is the top-prioritized resource, but with the limit, "only for links from NLT." You mention the second occurrence of NLT in the priority list also has advanced exceptions, but I can't see it in your screenshot. I don't think the web app respects any kind of advanced prioritization limits yet.

My prioritization includes many Bibles with advanced limit for links from that associated Bible: e.g. NLT only for links from NLT (without advanced prioritization, Bible verse reference appears from highest prioritized Bible)
Second NLT prioritization has advanced limit Bible (NLT) that is bypassed for English headword lookup:
FYI: my Top 5 Bibles includes UBS Handbooks (# 3) and Top 2 Commentaries (#4) series (with advanced limits for Biblical references).
Third NLT prioritization is after a number of Dictionaries and Encyclopedias with English headwords, which allows NLT topical references to appear in English headword searches.
Using Web App, created a new note using a Headword selection:
Clicking headword in Note opens NLT, which confirms Web App currently ignores advanced prioritization limits:
Clicking Note Headword in Logos 7.14 Beta 3 opens highest prioritized resource with that Headword:

FYI: my Top 5 Bibles includes UBS Handbooks (# 3) and Top 2 Commentaries (#4) series (with advanced limits for Biblical references).

Right click on a verse has a way to open prioritized commentary to that verse
Caveat: current contextual convention of sorting left side alphabetically places "Top 5 Bibles" section at the bottom of the list. Personally would have "Top 5 Bibles" first for Bible reference (so workflow can open prioritized commentary to that verse).
