Bug: Lookup doesn’t prompt me to download a dictionary

Lookup provides a dictionary definition of English words IF you have a dictionary installed in your iOS system settings. This is an incredibly useful feature, but as the dictionaries are not installed by def, most users won’t benefit. The pop up there ought to prompt the user to download a dictionary if they use LookUp and one isn’t installed. 

Similarly the new offline lookup facility should prompt me to download a lexicon. This should be done both as part of the onboarding and in the pop-up after a failed offline lookup.
