Add panel linking to Notes

Please add panel linking to Notes, so we can sync up our notes with a Bible or another resources.
I'd expect it to (1) filter to the relevant notes, (2) sort them in the order of the resource, (3) navigate to the closest place in the notes list, and (4) open the closest matching note.
