Make highlighter markings possible without notes

Please allow markups from the "Highlighter" palette without automatic note creation.
I very often work in the multi-column book view. My favorite Bible on the left and three important commentaries on the right.
If I mark a verse in the Bible with a highlighter style I have created and I then create notes in the automatically created note, yellow, red or blue highlighter markers are also included in the comments. Normal workflow for me. I may now have 300 Bible markups in my notebook with just over 800 useless, empty notes. This is just for one book.
A good 1/3 of my notes are blank because they are simply highlighter marks and are meant to visually point me to something related to my "main markup". Data economy would be a keyword here.
