Improve Numbered Lists Control in Notes

Currently, numbered lists in notes suffer from a major flaw. If all paragraphs are selected, then numbering applied, all paragraphs are numbered sequentially, including 'blank' paragraphs.
If a new line is entered anywhere in a numbered list (after item 3., say) the new blank line is numbered 4. and the following numbered items are incremented accordingly.
If the numbered (4.) blank paragraph is reset, by clicking on the Numbered List tab in the menu, that paragraph is reset but the following paragraph is set to number 1.
This is something that Microsoft Word has overcome, so it should be achievable.
