is there a limit to how many shortcuts can be put into a folder on the shortcuts bar?

I have about ten links on my shortcuts bar and about 5 folders. One folder has 23 shortcuts in that folder. It seems every so often some links fall out of the folder and go back to the shortcuts bar. Is that a glitch or did I reach the limit?
