The other option, MJ, is that Liep is unfamilar with FL's practices concerning engines and launch windows and is wondering about the free L10 engine.
Quite true. I based my answer on the profile Liep provided as well as the fact it was a first post.

I believe JT's post above answers your question:
JT (alabama24) said:FL is moving away from the engine numbers being tied to the Library and Dataset numbering. Moving forward, the software versioning will be completely unrelated. There will not be a free "L10" engine simply becasue FL is renumbering it. The current version of the software is "version 22." The next version will be called "version 23." This is expected to be free to everyone and availble in about six weeks. If you have automatic updates, you can expect "version 23" to download then, followed by "version 24" about six weeks following that.
In other words, you need to turn on "automatic updates" if you don't have it on already, and then Version 23 will download for you automatically when it's ready. There will be no Logos 10 download for you in the meantime, though, since that was released before they changed this policy of allowing the free engine to download immediately even for people who hadn't purchased a new package.
You will find what is sometimes informally called "automatic updates" under Tools > Program Settings:

As far as I understand the situation, there is no automatic update from L9 to L10.
You can get L10 now by purchasing a L10 package. After the purchase it will usually download and install automatically next time when you open the software (provided you have the program settings for using internet and automatic updated sett to "on").
As mentioned before. a free L10 basic version is expected to be released later (possibly late January - early February 2023). One could then update L9 to L10 without needing to purchase a package ... however, this version will not have various features available via purchase of a L10 package.Wolfgang Schneider

There has not been. But FL has announced that there will be.

That is unexpected, but not a problem. Most users should start to be updated to Version 23 soon once it is released.

Yes, there was an announcement recently that a certain group would be updated to 22 rather than waiting for 23.

Yes, there was an announcement recently that a certain group would be updated to 22 rather than waiting for 23.
Specifically, those in the (public) mobile beta.

I don't believe this is the case as - as you note - macOS 11 is the minimum version required for Logos 10 (Logos 22)

i'm on macOS version 10 and am aware of the minimum supported versionLogos Wiki => Logos Downloads Archive shows Logos 9.17 & Verbum 9.17 were the last stable releases for macOS Mojave 10.14 & macOS Catalina 10.15
Logos Minimum System Requirements shows Logos 10 & newer (22, 23, ...) need macOS Big Sur 11, macOS Monterey 12, macOS Ventura 13, or newer. Faithlife Corporation tends to support 3+ macOS versions.
FYI: macOS Mojave 10.14 was the last macOS that could run 32 bit & 64 bit applications. Newer macOS releases only run 64 bit applications.
