Improve panel tab overflow

Please improve the panel tab overflow experience. The current experience is very painful to use. Clicking the arrows moves the tabs by far too small of increments. Make it work like the new Shortcuts overflow.

    A couple possibilities:
    •Shift+scroll to scroll through tabs
    •click and hold to scroll continuously
    •move at least a full tab per click

    @reuben-register-51 We have a design for a dropdown overflow that should be even simpler. We just haven't gotten around to implementing it yet.

    I really like the tab management of Chrome. Just implement the same behavior.

    In MacOS, when using a touchpad, you can horizontal scroll over tabs when the tile isn't large enough to contain them. For Windows, we just get a little arrow that is oh-so-close to the "X" button to close the last tab. Not sure why the feature is only on MacOS.
