Bug: L4 not updating .lbxlls files with .logos4 files

A number of users have reported *.lbxlls files in one installation whilst another installation has *.logos4 files for the same resources. There is a suspicion that L4 is preferring newer *.lbxlls versions to *.logos4 versions.
